As the digital divide continues to challenge equitable access, skills, and trust in digital technologies, how can local governments move beyond digital inclusion efforts and drive digital excellence?

This webinar, “From Digital Equity to Excellence: Digital Inclusion Framework and Scorecard - Targeted Solutions,” presents the final results of a pioneering case study undertaken in Aotearoa New Zealand.

Led by Elle Archer, an Indigenous Māori technologist and digital equity strategist, this session will unveil the development and implementation of the Localised Digital Equity Framework (LDEF) and its accompanying Digital Inclusion Scorecard. Designed in collaboration with Selwyn District Council and supported by Internet NZ and the Department of Internal Affairs, this framework offers a practical, data-driven approach for local governments to assess, benchmark, and enhance digital inclusion efforts.

What you’ll learn:

  • Beyond Access—Towards Digital Excellence: Understand why digital equity is more than just connectivity and infrastructure. We will explore critical factors in driving digital participation.
  • The Localised Digital Equity Framework & Scorecard: Learn how this tool provides clear metrics for measuring digital inclusion and helps tailor solutions specific to community needs.
  • Case Study Insights: Gain insights from Selwyn District’s journey - what worked, what didn’t, and how this approach can be adapted to other local government contexts globally.
  • Targeted Solutions for Lasting Impact: Explore real-world, actionable strategies for embedding digital equity principles into long-term council planning, ensuring that all citizens - not just the digitally privileged - can thrive in an increasingly connected world.

This session is tailored for local government officials, digital policymakers, and community leaders. Join us to explore how a data-informed, community-driven approach can transform digital inclusion efforts into sustainable digital excellence.

Who should attend?

  • Local and National government policymakers and digital strategists
  • Public sector leaders in digital transformation
  • Community organisations working on digital inclusion
  • Smart city and infrastructure planners
  • International delegates exploring digital equity frameworks

This interactive session will feature key findings, practical frameworks, and engagement strategies - offering a blueprint for scalable digital equity initiatives within local government jurisdictions.

Join us as we shift the dial from digital equity to digital excellence - creating a more connected, inclusive, and future-ready society.
